This was due to [[Hyperlink|relative linking]]. That means, since the 404 page called on the file "404error.swf", the page would look for "404error.swf" in ''that'' folder, and since the files don't exist in that folder, it would not load. Since the page is using just the file name, it is assumed that the file is in the same folder as the page linking to it.
